Job Summary: To provide legal advice to the Director-General, other Departments and other internal bodies.
Job Description: Under the overall authority of the Director of the Office of International Standards and Legal Affairs (LA) and under the direct supervision of the Chief of the International Administrative Law Section, the incumbent will be required to cover a wide range of legal work in International Administrative Law. More particularly, the incumbent will be required to: Provide legal advice to the Director-General, other Departments within the Organization, as well as to other internal bodies (e.g. the Medical Benefits Fund, the Staff Savings and Loan Service, etc.) relating to international administrative law matters, based on the Organization's overall legal framework. Represent the Organization and draft submissions in defence of the Organization before the International Labour Organization Administrative Tribunal, or any other administrative appeals or review body as may be required. Negociate and draft the Organization’s complex legal instruments, or provide legal advice on legal instruments submitted to LA for review or clearance, including agreements, internal policies, and issuances related to Human Resources or otherwise relevant to the functions of the International Administrative Law Section. Represent LA and provide legal advice and assistance on international administrative law matters as well as Rules of Procedure at internal and external meetings and in the Organization's governing bodies, conferences and other bodies (including treaty bodies) meeting under the auspices of the Organization. Provide legal advice on privileges and immunities of the Organization, its staff members or other personnel and draft relevant correspondence as necessary. Act as Secretary of the Credentials Committee during the General Conference as may be required.
Requirements: Advanced university degree (Master’s or equivalent) in law. WORK EXPERIENCE A minimum of 7 years of progressively relevant experience in the practice of law within a law firm, in the legal department of a government or within an international organization, preferably of the United Nations system. Demonstrated experience in international administrative law or law of the international civil service or labour law. SKILLS/COMPETENCIES Excellent analytical skills, particularly on the application of legal texts. Strong communication skills (oral and written). Ability to communicate persuasively and participate effectively in high-level negotiations. Ability to build and maintain partnerships with internal and external stakeholders, including government officials. Ability to work in a multicultural environment and maintain effective working relationships. LANGUAGES Excellent knowledge of either English or French (written and spoken) and very good knowledge of the other language.
