Job Summary: To work within the Finance and Management Information section of the Corporate Business Directorate.
Job Description: The Finance and Management Information Section (FMIS) forms part of the Corporate Business Directorate which has responsibility for a wide range of corporate services in the Commonwealth Secretariat. The Corporate Business Directorate has overall responsibility for the financial management of the Secretariat’s annual budget of approximately £40 million. FMIS provides financial management and accounting services and support to the Commonwealth Secretariat. The section prepares budgets, management information as well as financial statements for the Commonwealth Secretariat funds. It also manages payroll, pensions, treasury, payments and travel for staff and contracted experts, and provides financial information to Secretariat management and the governing bodies. FMIS is also responsible for the risk management across the Secretariat as well as the maintenance of the Secretariat’s financial system. The Financial Controller, while demonstrating strong integrity and reliability, will support the Head of Finance & Management Information Section in developing and implementing strategies and policies particularly in relation to payroll, pensions, treasury, collection of revenue, disbursement of funds, travel, internal controls, risk and audit. The post-holder will have line management and development responsibility for direct reports ensuring adherence to their SLA’s and KPI’s. The Financial Controller will have responsibility for the transaction processing and accounting centre teams.
Requirements: To be considered, you will need a professionally qualified accountant, eg. CIMA, ACA or ACCA with proof of ongoing professional development. You will also need at least 10 years’ demonstrable financial leadership and management experience gained since attaining professional qualification; a sound working knowledge of IPSAS or IFRS; demonstrable experience in managing payroll and pension schemes including defined benefit schemes and strong technical accounting experience including preparation of month end and audited financial statements; experience of multi-site and multi-currency reporting; experience in managing travel, accounts payable and accounts receivables; and knowledge and experience of working with CODA Financials or a similar accounting package or ERPs.
